Is a Private Exchange the Right Choice for Your Organization?

Program Overview:

The employer-sponsored benefits landscape is changing rapidly, and private exchanges are a key part of this transformation; nearly half of surveyed employers have or plan to consider implementing a private exchange by 20191.  Through a private exchange, employers have an opportunity to provide employees with more choice, flexibility and transparency while potentially reducing the employer’s administrative burden and facilitating new ways to manage cost.  However, a private exchange is one of many pathways an employer could follow to support their benefits strategy.  As such, private exchanges should be carefully considered in light of each organization’s goals, objectives and priorities.

The decision to move to a private exchange strategy is complex. If the answer is yes, choosing the right fit among the 180+ private exchanges may be even more complicated.   At its base, an exchange can enhance the employee shopping and enrollment experience, streamline administrative processes for organizations and facilitate new ways to manage cost. Many exchanges also add value through robust decision support at the employee level, integrated wellness programs, medical care price transparency tools, and innovative network options.  Although a private exchange strategy may be a solution to many different benefit challenges, it is crucial for organizations to align their goals with the correct exchange solution. 

This session will help employers understand the private exchange landscape, the various private exchange options available and the benefits they may offer, how an employer can determine if a private exchange strategy is right for their organization, and how to evaluate options and choose the right private exchange partner.

Ross Weiler brings over 30 years of leadership experience in health & welfare benefits consulting, health plan account management, and health insurer/managed care organization product development. He began his career as an employee benefits consultant with Mercer and has since held senior roles at Aetna, Tufts Health Plan, Watson Wyatt and Private Healthcare Systems. Ross has significant experience as strategist, project leader, key contributor, advisor and educator on numerous complex product, program and service development efforts and has focused extensively on developing and delivering consultative solutions to challenges related to employee benefits strategy, design, delivery, compliance, communication and administration.

Over the past ten years Ross has gained extensive experience in health care reform and both public and private exchanges. He played a key role in the implementation of the landmark Massachusetts Health Care Reform law through the development and rollout of employer-based products for the Massachusetts Health Connector, the first-in-nation state-based health insurance exchange. Since that time he has served as a national and regional Affordable Care Act (ACA) subject matter expert for Aetna and most recently has been helping employers, public and private exchange organizations and state governments comply with the ACA and succeed in the new benefits marketplace. He is currently working with Day Health Strategies on developing and launching the private exchange selection service. He is also serving other DHS clients with his health and benefits expertise.

Ross received his MBA from the Boston University School of Management, concentrating in Health Care Management and achieving Highest Honors, and a BFA from the Boston Conservatory of Music. He has been an active member of the New England Employee Benefits Council (NEEBC) Board of Directors for many years and served on its Executive Committee.


Sarah Matousek joined Day Health Strategies (DHS) in late 2014 where she has led the development and launch of a private exchange advisory service, building on DHS’s expertise in health insurance exchanges. She has also developed a maturity model to evaluate the capabilities of health insurance exchanges - she is currently using this to aid with sustainability planning for a public exchange. Other client work includes supporting strategic planning and using a change management framework to help implement a large-scale transformation at a provider organization.


After spending eight years in academia researching Alzheimer’s disease in Rochester, NY and then at the Brigham and Women’s Hospital in Boston, Sarah spent three years studying health policy and management at the Boston University School of Public Health. While there, she helped teach courses on the US healthcare system in the context of current health reform issues. During this time, she was involved in program development for a mobile phone solutions project for surgical patients in rural Haiti, data analysis for a federal re-admission reductions program, and strategic planning for the Commonwealth Care Alliance. These experiences bolstered her skills and knowledge in quantitative and qualitative research, operations, strategic management, data analytics, and human resources.

Sarah recently accepted an adjunct faculty position at Boston University’s Metropolitan College teaching Introduction to the US Healthcare System for Health Communicators. She holds a PhD in Neurobiology & Anatomy from the University of Rochester and a MPH in Health Policy & Management from Boston University.
